Police Chief William H. Parker (right) listens to a tape being played before members of the City Council. Council members wanted to know whether Chief Parker made an uncomplimentary remark on the Mexican-American population, to the effect that some Mexican-Americans here were not far removed from "the wild tribes of Mexico." After hearing the recording, Parker said it had been a "slip of the tongue." Councilmen, except Edward R. Roybal, accepted his explanation.
